Did you see kestrels taking the material into the box? If not, it may have been put there by a different species (e.g., European Starling) before the kestrels moved in.

That is certainly a possibility. We are only at the property on weekends so I did not see the Kestrel's bring the material into the box.
Ah - I also suspect then that
Ah - I also suspect then that your grass enthusiast was not a kestrel as this is not known behavior of kestrels. Thanks for clarifying!
